Records of Employment (ROE) – When to Issue and Why

Records of Employment are a common document that are required to be filed with Service Canada by any employer in any industry that has employees. This document can be filed electronically through ROE Web with Service Canada or by requesting paper ROE from Service Canada.

When Should an Employer File a ROE

It is best practice to file a Record of Employment with Service Canada 5 calendar days after there is an interruption of earnings due to any of the following

  • Pregnancy or Parental Leave
  • Injury or Illness
  • Layoff
  • Leave Without Pay
  • Termination or Dismissal

The exact deadline depends on how the ROE will be submitted and the pay schedule of the employer.

If you have a termination or dismissal, please ensure you get proper support from our HR team to ensure you meet your Employment Standards Obligations. We will also ensure that the ROE is filed properly as well.

It is also a requirement to file a ROE if you as an employer change the following as it relates to your employees’ pay

  • Payroll Provider
  • Change in Payroll Frequency (Bi-weekly to Monthly as an example)

Why is it Important that Employers File ROE

Records of Employment are a way for Service Canada to confirm the information that they have received from former employees who are trying to receive Employment Insurance benefits. It is also used to help determine whether an person is eligible to receive Employment Insurance benefits, what the benefit amount will be and for how long the benefits will be paid.
